2-Hour Medical Assistance Eligibility and the Long-Term Care in Minnesota for Non-Residents

This course is intended to help the student understand the general eligibility policy relating to Medical Assistance payment of Long-Term Care services in Minnesota and the interaction between the Medical Assistance eligibility policy and the Long-Term Care Partnership. The training includes basic information about Medical Assistance (MA) eligibility and asset protection as it relates to the Long Term Care Partnership (LTCP).

This course is designed for Minnesota non-resident agents who have completed 8 hours of Long-Term Care Partnership training in another state and need additional education to sell Long-Term Care Partnership in Minnesota. This course alone does NOT satisfy the Long-Term Care Partnership training requirement for agents in the state of Minnesota.

Continuing Education Hours

• 30 hours biennially.
• Individuals licensed more than 6 months prior to the first renewal date need to only complete 15 hours of CE for that first reporting period.
• All Minnesota licensed resident insurance producers who sell federal flood insurance policies shall be required to complete a one time 3 hour requirement on flood insurance.

Continuing Education Compliance Date

Same as license renewal date. The license renewal date is 10/31, biennially.

Type of Courses Accepted for CE Credit

Classroom, Online self study, Insurance company sponsored courses.

Producers are limited to a maximum of 15 credit hours per reporting period for any combination of courses utilizing these methods.

Carryover Requirements

Carryover of excess CE hours is not allowed.

Course Repetition

Credit will not be given for courses taken more than once in a three-year period.

Final Exam

Final exam is required to be monitored.

Exemptions

• Individuals licensed less than 6 months prior to the first renewal date are exempt for the first reporting period.
• Individuals who hold a full-lines license but use it to sell only credit life, credit accident and health and/or credit property. (Must request exemption form from the insurance department.)
• Inactive producers (must file a waiver form with the Department)
• Adjusters

Method to Certify Completion

Your certificate will be e-mailed to you upon exam completion. The course provider will submit credits earned to the CE administrator within one business day of course completion.  The producer certifies at license renewal that they have completed the CE requirement. The producer keeps the original certificates of completion in their files.

Nonresidents

A nonresident whose home state has a reciprocal agreement with Minnesota is exempt. A nonresident whose home state does not have a reciprocal agreement with Minnesota may apply hours earned in the home state or another CE state to Minnesota's CE requirement.

Course Format

This course is taken online in a slideshow format. Throughout the course lessons there will be questions and interactions for you to assist you in the learning process. These interactions may be multiple choice questions, matching terms, sequencing terms, etc.

After all of the lessons are completed, you can proceed to the final exam.

This course is available to the student for one calendar year from the time of purchase.

Who May Proctor Your Course or Exam

• The teaching staff of an accredited institution of higher education such as a community college, college, or university.  Please submit a page from the institution’s directory, catalog or web address that lists the proctor’s name and title and institution’s name.

• For members of the Armed Forces, a military base education officer may proctor your course or exam attendance.  If there is not a representative in this capacity, a base librarian or commissioned officer of higher rank than the student is acceptable. A letter on official letterhead from the base commander verifying the proctor’s position must be submitted.

• Your employer’s Human Resources Director or Manager may proctor your course or exam attendance.  Please submit a letter on company letterhead from the Human Resources Department verifying the proctor’s position.

• A high school superintendent, supervising principal or other administrator within your local school system. A letter from the superintendent or principal on official letterhead must be submitted.

• A librarian within your local school or public library system. A letter from the proctor on library system letterhead must be submitted.
